POLICY: BCE

POLICY STATEMENT:
The function of Board Committees shall be fact-finding,
deliberative and advisory rather than legislative or administrative.
REGULATIONS:
1. The Board has established the standing
committees that are attached following this policy. The terms of reference are established by the
Board for each committee.
2. Committees shall
a. be established by a
resolution of the Board that specifies

2. Powers of the committee
3. Committee terms of reference
a. Membership
b. Meetings
c. Minutes
d. Reporting to the Board
e. Remuneration
f. Budget
b. exercise additional
powers as specifically assigned by the Board.
GUIDELINES AND PROCEDURES:
1. Trustees will be elected to committees
by the Board at each annual organizational meeting. The Superintendent or designate shall attend
committee meetings.
2. The chair of each committee will be
elected at the first committee meeting.
3. The chair of the Board shall be an
ex-officio member of all committees.
4. Reporting to
the Board shall be carried out by the chair of the committee or the
administrator designated by the Superintendent or designate.
5. The agenda will be developed by the
chairman of the committee and the administrator designated by the
Superintendent or designate.
6. Committee meetings will be held at the call of the
Superintendent or the committee chair to address matters that have been
directed to that committee by the Board.
7. The chair of each committee shall work
closely with the administrator assigned in those matters which fall within the
general sphere of interest of his/her committee.
8. In preparing recommendations for the
Board’s consideration, the committee shall consult with the Superintendent.
9. Committee meetings shall be held only
when a quorum of the members are present.
For the purposes of this policy, "quorum" shall mean two of
the Board-appointed members of the committee, or one Board-appointed member and
the chair as ex-officio member.
10. The chair of the Student Appeals
Committee or the Superintendent or designate is empowered to second
replacements to the committee to meet timelines imposed by legislation.
11. Board members who are not appointed to a
committee by the Board may choose to attend committee meetings, without
remuneration, and contribute to the discussion, but may not propose motions or
vote on motions.
12. All committees are established and
appointments are made pursuant to The School Act.
