POLICY STATEMENT:
The Board believes every trustee should be compensated
for the time spent and expense incurred in the performance of trusteeship.
GUIDELINES AND PROCEDURES:
1. Compensation rates will be established
each year at the organizational meeting, but may be adjusted at other times by
Board resolution.
2. Each trustee shall be eligible to receive
a. a meeting honorarium for each authorized Board or committee
meeting attended
b. reimbursement of kilometrage and
expenses incurred in performance of their trusteeship for attendance at Board
approved functions.
c. communication
allowance equivalent to one per diem per month
d. up to 3 per diems, in addition to those
mentioned in 2.a. and 2.b., on an annual basis for duties related to the role
of Trustee
3. Trustees will be reimbursed at rates
established by the Board as follows:
a. a meeting rate (per diem)
b. a subsistence rate
c. a kilometrage rate
d. a subsistence rate when required to
stay overnight
e. travel time rate
4. Compensation will be contingent upon the completion of the
appropriate forms and claims.
5. Trustees will establish an annual
operating budget for legislative expenditures in conjunction with the budget
planning process.
6. The chair shall receive an
additional per diem per month.
7. The Board expects trustees to report
and claim expenses in a manner that will safeguard administration from making
judgements.
8. One-third of honorariums will be designated as payment of
unclaimed expenses.
9. Per diem is based on elapsed time from departure to arrival.
If that elapsed time is 4 hours or less it constitutes a half day; over 4 hours
constitutes a full day; and over 8 hours constitutes a day and a half.
