POLICY STATEMENT:

 

The Board of Trustees believes that the Superintendent as the Chief Education Officer of the school system and Chief Executive Officer of the Board of Trustees, provides leadership in all facets of the school jurisdiction

 

 

REGULATION:

 

The Superintendent is accountable to the Board for the performance of the school jurisdiction.

 

 

GUIDELINES AND PROCEDURES:

 

The Superintendent shall

 

1.         advise the Board on matters arising in all areas of the Board's jurisdiction

 

2.                   recommend appropriate policies, implement adopted policies, and develop specific guidelines and procedures to ensure that  the policies are implemented

 

3.         determine present and future educational needs of the system, and develop plans to meet those needs

 

4.         monitor and evaluate the operation of all aspects of the educational system and provide reports to the Board

 

5.         co-ordinate and integrate educational programs, physical facilities, financial resources, and personnel within the jurisdiction

 

6.         inform the Board of improvements and advances in educational programs

 

7.         direct the Secretary-Treasurer on the preparation and presentation of the annual budget

 

8.         visit schools of the jurisdiction

 

9.         facilitate the development of positive ongoing relations between the Board, and the schools and their communities

 

10.        act as an advisor to all administrators

 

11.        act according to the guidelines and procedures established in Policy BFE

 

12.        delegate areas of responsibility, but shall be accountable to the Board for the results produced

 

13.        recruit, select and appoint teachers, professional staff and school support staff

 

14.        assign, transfer, define the duties, deploy, evaluate, reprimand, retain, suspend, and/or dismiss school personnel pursuant to Board policies

 

15.        make recommendations to the Board when staff reductions  are necessary

 

16.        receive and accept resignations from the employ of the Board

 

17.        screen all applications and select candidates for interview for school administrative positions

 

18.        establish a recruitment process to fill system-level administrative positions

 

19.        carry out such specific responsibilities as may be delegated by the Board
