SITE-BASED DECISION-MAKING

 

 

POLICY STATEMENT:

 

The Board believes that site-based decision-making, planning, and budget development will enhance student learning.

 

 

GUIDELINES AND PROCEDURES:

 

1.         The budget priorities and practices at each site must support excellence in teaching and learning, and enhancement of student performance and must be consistent with law, departmental regulations, Board policy, and administrative directives.

 

2.         Each principal shall establish a budget advisory committee consisting of at least one representative elected from among the staff, and at least one “non staff” member of the school council, if any, or the parent advisory body who are not employees of the Board.  The budget committee shall be established prior to November 30 to ensure that the committee can have an effective role in the development of the budget to be submitted by the date established annually by the Superintendent.

 

3.         Following consultation with the budget advisory committee, each principal must

 

a.         establish a budget that supports the Three Year Plans of the Board and school.

b.         contain expenditures within the budget allocated.

c.         receive prior approval of the Board for any necessary capital expenditures beyond budget allocations, or to use future funds to meet current unforeseen obligations.

 

4.         Each year the principal shall provide to the Board through the Superintendent,    the school budget and the following information from the Three-Year Plan:

 

a.         budget advisory committee’s recommendations

b.         school profile (student numbers, class numbers, program offerings, etc.)

c.         program priorities and changes

d.         projected enrollments

e.         revenue sources, including fund raising and donations

f.          number (FTE) of certificated and support staff

g.         school organization

h.         planned capital purchases

i.          the surplus or deficit of the previous year.

 

 

5.         The Superintendent shall develop an appropriate mechanism for allocating    funds to the sites, and shall undertake a review of any school budget requested by the Board.

 

6.         The Secretary-Treasurer shall monitor site-based expenditures to ensure conformity to law, departmental regulations, Board policy, and administrative directives.
